Platform Overview

Instant Initiative is a civic engagement platform that helps citizens understand, organize, and advance state ballot initiatives across the United States.

In many states, citizens have the legal right to bypass the legislature and place proposed laws or constitutional amendments directly on the ballot — a process known as the citizens' initiative. However, this process varies widely by state and can be difficult to navigate. Instant Initiative exists to simplify that process.

Important: Instant Initiative is a knowledge and organizing platform. It does notcollect official legal petition signatures. Always verify requirements with your state's official election authority before filing an initiative.

Getting Started

Step 1 — Create an Account

Visit /signupto create a free account using your email address. You'll choose a username and display name that will appear on your public profile and any campaigns you create.

Step 2 — Explore Your State

Navigate to the States directory to find your state and learn about its initiative process — including signature requirements, filing deadlines, and links to official resources.

Step 3 — Browse Active Initiatives

Visit Initiatives to explore initiatives being proposed by citizens across the country. You can support or volunteer for any active campaign without needing to be the organizer.

Step 4 — Start or Join a Campaign

If you have your own initiative idea, head to your Dashboard to draft a new initiative. You can also join existing campaigns as a supporter, volunteer, or collaborator.

Tip: Browsing state pages and viewing public campaigns does not require an account. An account is only required to create initiatives, support campaigns, or join a team.

State Directory

The State Directory is a comprehensive guide to citizen initiative rules in each U.S. state. Each state page includes:

  • Initiative availability — whether the state allows citizen initiatives at all
  • Initiative types — whether statutory initiatives, constitutional amendments, or referendums are permitted
  • Signature requirements — how many valid signatures are required and any geographic distribution rules
  • Filing deadlines — when petitions must be submitted to the state
  • Filing office — which government agency receives the petition
  • Fees — any fees required at the time of filing
  • Subject restrictions — topics that cannot be addressed through a citizen initiative
  • Official resource links — direct links to state election authority websites

Initiatives

An Initiative on Instant Initiative is a proposed idea for a ballot measure. It represents the early-stage concept before formal campaign activities begin.

Creating an Initiative

To create an initiative, navigate to Dashboard → Draft an Initiative. You will provide:

  • Title — a clear, descriptive name for your proposal
  • State — the state where you intend to file the initiative
  • Category — the policy area (e.g., environment, healthcare, education)
  • Summary — a short description of what the initiative proposes
  • Full Description — a detailed explanation of the proposal, its goals, and rationale

Initiative Stages

Initiatives progress through the following stages:

Visibility

Initiatives can be set to public (visible to all visitors) or draft (visible only to you and your collaborators). Public initiatives may be indexed by search engines.

Campaigns

A Campaign is the active organizing effort behind an initiative. While an initiative describes what you want to change, a campaign is how you build the momentum to make it happen.

Campaign Types

Campaigns on Instant Initiative can serve different organizing purposes:

  • Awareness campaigns — focused on educating the public about an initiative
  • Supporter drives — gathering expressions of support from citizens
  • Volunteer recruitment — finding people willing to help with the petition process
  • Organizing campaigns — coordinating teams of organizers across a state

What a Campaign Page Includes

  • Overview — the campaign's goals, description, and state affiliation
  • Supporter count — how many people have expressed support
  • Campaign updates — news and progress reports published by the organizer
  • Milestones — key goals and progress checkpoints toward ballot qualification
  • Team members — organizers, editors, and volunteers working on the campaign
  • Documents — uploaded files such as drafts, legal filings, or outreach materials

Launching a Campaign

From your initiative's detail page, you can create one or more campaigns. Each campaign must have a type, title, and description. Campaigns start in draft mode and can be published when ready to accept supporters.

Campaign Updates

Organizers can publish updates to keep supporters informed of progress. Updates appear on the campaign page and may trigger notifications to subscribers. Updates should be factual, timely, and relevant to the campaign.

Supporting & Volunteering

Registered users can express their support for any public campaign. There are several ways to engage:

Note: Pledging support on Instant Initiative is an expression of interest only — it is nota legally valid petition signature. Formal petition signatures must be collected through processes approved by your state's election authority.

Your Dashboard

The Dashboard is your personal control center on Instant Initiative. It is only accessible when you are logged in.

What You Can Do From the Dashboard

  • View your Civic XP and level — see your progress and how your activity is reflected in your civic standing
  • See your earned badges — achievements you've unlocked through participation
  • Draft a new initiative — start a new initiative proposal
  • Manage your initiatives — view, edit, and manage all your existing initiative proposals
  • Manage your campaigns — for each initiative, manage associated campaigns including updates, milestones, and team members
  • Track supporter counts — see how many people have pledged support for your campaigns

Campaign Management

From the campaign management screen, organizers can:

  • Publish and edit campaign updates
  • Add and manage milestones
  • Invite team members and assign roles
  • Upload documents relevant to the campaign
  • Change campaign status (draft, active, archived)

Admin Access

Users with the admin role will see an additional admin panel link in the navigation bar. The admin panel allows management of state data, user moderation, and content review.

Civic XP & Badges

Instant Initiative includes a Civic XP system that recognizes and rewards active civic participation on the platform.

Civic XP (Experience Points)

You earn XP by participating in civic actions on the platform. Your total XP determines your Civic Level, which is displayed on your profile and dashboard. As you level up, your title progresses from Civic Newcomer through levels reflecting increasing engagement and leadership.

Actions that earn XP include:

  • Creating an initiative
  • Launching a campaign
  • Supporting a campaign
  • Volunteering for a campaign
  • Publishing a campaign update
  • Completing campaign milestones

Badges

Badges are achievements earned for specific milestones on the platform. They are displayed on your dashboard and public profile. Examples include badges for creating your first initiative, reaching supporter thresholds, and consistent engagement.

Team Collaboration

Campaign organizers can invite other registered users to join their campaign team. Team members are assigned roles that determine what they can do within the campaign.

When you add a collaborator, they gain access to your campaign's content according to their assigned role. Only invite people you trust. Instant Initiative is not responsible for the actions of collaborators you have authorized.

Content & Moderation

Instant Initiative is a civic platform and we take the integrity of content seriously. All users are expected to follow our Terms of Service.

Content Standards

All content — including initiative descriptions, campaign updates, and team communications — must:

  • Be honest and not intentionally misleading
  • Not contain hate speech, harassment, or incitement to violence
  • Not impersonate individuals, officials, or organizations
  • Comply with applicable federal, state, and local law
  • Not constitute spam or unauthorized advertising

Reporting Content

If you encounter content that violates our Terms of Service, you can report it using the report function available on campaign pages. Reports are reviewed by our moderation team.

Enforcement

Violations may result in content removal, account suspension, or permanent ban. We maintain a zero-tolerance policy for malicious, fraudulent, or abusive conduct. See our Terms of Service for the full policy.

Account & Privacy

Creating an Account

Register at /signup with your email address. You will need to verify your email before accessing all features. Your email address is never displayed publicly.

Your Profile

Your public profile shows your username, display name, initiatives you have created, campaigns you support, and your Civic XP level. You can control what appears on your public profile from your account settings.

Deleting Your Account

You can request account deletion at any time through your account settings. Personal information is removed from active systems within 30 days. Public campaign content you have published may be retained in anonymized form as part of the civic record, but you can request full removal.

Privacy

We take your privacy seriously. We do not sell your data or use advertising trackers. Read our full Privacy Policy for details on how we collect, use, and protect your information.

Platform Limitations

It is important to understand what Instant Initiative does not do:

  • Does not collect legally valid petition signatures.Supporters on this platform are expressions of interest only — they do not count toward your state's official signature requirement.

  • Does not guarantee data preservation. While we take reasonable precautions, we do not guarantee that your content will be preserved indefinitely. Keep your own copies of important documents.
  • Does not involve itself in governance matters. We provide tools for organizing — we do not take positions on specific initiatives or provide advice on whether an initiative will qualify or succeed.

Frequently Asked Questions

Is Instant Initiative free to use?

Yes. Instant Initiative is completely free for all users. There are no fees for creating an account, drafting initiatives, or launching campaigns.

Do I need an account to browse the site?

No. You can browse state pages, view public campaigns, and read initiative information without creating an account. An account is required to create initiatives, support campaigns, or join a team.

Can I use Instant Initiative to collect official petition signatures?

No. Instant Initiative does not collect legally valid petition signatures. Support pledges on the platform are expressions of interest only. For official petition collection, you must follow your state's approved process.

How do I know if my state allows citizen initiatives?

Visit the States directory and find your state. Each state page indicates whether citizen initiatives are available, and if so, what types (statutory, constitutional amendment, referendum).

How do I update my campaign's information?

Go to your Dashboard, find the initiative and associated campaign, and click Edit. You can update the campaign description, publish updates, add milestones, and manage your team from there.

Can multiple people manage a campaign?

Yes. You can invite other registered users to your campaign team and assign them roles (Organizer, Editor). Each role has defined permissions for what they can do.

What happens to my data if I delete my account?

Your personal information (email, display name, profile) is removed from active systems within 30 days of account deletion. Public campaign content may be retained in anonymized form to preserve the civic record, but you can request full removal.

I found incorrect information about my state's initiative rules. What should I do?

How do I earn Civic XP?

Civic XP is earned by participating in platform activities such as creating initiatives, launching campaigns, supporting campaigns, volunteering, publishing updates, and completing milestones. Your XP total determines your Civic Level.
