Idea
Identify a real problem and articulate a specific policy solution.
Every initiative starts with a clear, concrete idea. Before you write a single word of legal text, you need to define the problem you're solving and the specific change in law that would address it. Ask yourself: What existing law needs to change? What new law needs to exist? Who does this affect? Good initiatives are narrow enough to be legally workable and broad enough to matter. Use Instant Initiative's Identify an Issue guide to sharpen your concept and make sure your state allows this type of initiative before investing further effort.
Check your state's initiative eligibility first — not all 50 states allow citizen initiatives. Our States guide lists requirements for all 51 jurisdictions.
