- Review Process
- Before filing, sponsors may optionally submit the measure text to the Legislative Council for a non-binding technical review. Once signatures are submitted and verified, the Secretary of State holds at least three public hearings in different counties before the measure is placed on the ballot.
- Subject Restrictions
- Single-Subject Rule: every measure must embrace only one subject. Any initiative proposing a new or increased tax requires a 60% supermajority of voters to pass.
- Distribution Rules
- None. Voters rejected Proposition 134 in 2024, eliminating any requirement to collect signatures from specific legislative districts or counties.
- Circulator Rules
- Circulators must be qualified to register to vote in Arizona. Paid circulators and non-resident circulators must register with the Secretary of State and obtain a unique ID number before collecting any signatures.
- Ballot Title Process
- The sponsor submits a short title (5 words or fewer) with the initial application. The Secretary of State writes the official ballot title and summary after the measure is certified. That language is then sent to the Attorney General for final approval.
